I don't think we should shoot it down, as in a destructive act. I think we should capture it and study it closely forensically to learn everything we can about it. A couple of shots through the balloon skin could bring it down in a more controlled manner and just see where it comes down.
i would put money on it having an altimeter linked to explosives set to destroy anything we could learn from set to blow if it drops below a set altitude.
