Any competent defense plan would have a contingency to level every semiconductor fab on that island to rubble and evacuate all the technical people that would be useful in rebuilding them prior to China seizing control.
The current "sanctions on Russia" are harming the west much more than Russia. I fear that depriving the world of microprocessors and RAM chips could have disastrous consequences. We have already seen huge price rises when a single factory has gone out of commission.
Once China has invaded Taiwan all this will be academic. They will have cornered the semiconductor market.
