The timing of the 21 gun salute was way off for a Presidential inauguration. They have different intervals for different events. The intervals for Biden were longer. Right off the top of my head I can't remember the exact length, but it was something like 7 seconds, when it should have been like 2. Strangely enough, Donald Trump got a 21 gun salute when he left Andrews on January 20th, and the timing was 2 seconds.
Also, I just started looking for 21 gun salutes for departing Presidents leaving Andrews. Reagan got one, but it sounded like rifles, not the cannons. Bush Sr didn't appear to get anything. Can't find a Clinton video yet. The one Trump got while leaving sure looked a hell of a lot like that of an inaugurated President.
Shadow president or actual, acting president?
21 gun salute for the inauguration meant something.
Can you tell me what the significance is? Was there another salute? I'll try to do a search.

Here's a good writeup about it.
