Slavery was not practiced in the South alone, northern states were also slave states. Emancipation Proclamation only freed southern slaves, not northern slaves. Civil war was not fought to free the slaves.
By the time of the war, slavery had ended in the northern States.
Also, the Emancipation Proclamation did not free a single slave, anywhere.
The President never had that authority, and it was merely a wartime propaganda piece, written only 2 years into the war. It encouraged blacks to join the Union forces, since the South was winning the war.
It worked in that sense, but it was never a legal document of any kind.
