Changes the calculus in the Senate. From a 51-49 split, they now have 50 votes and so can no longer afford to lose any votes (Sienema, Manchin). Further, because there cannot be a tied vote unless another Senator is unable or unwilling to vote, the VP will not vote.
Ah yes that's fascinating and not something I was cognizant of: the VP is strictly a tie-breaking vote and not an additional vote!

This actually places all the power in the hands of Sinema and Manchin again. Oh boy is there gonna be some salt over that, especially with Gallego challenging Sinema and already appearing to be a fundraising powerhouse.
