Yes. Indeed. But there is a moment before that. This scheme is older. Much older. The problem is it is difficult to see because it is wrapped in timely solutions for a problem they caused.

I dare say, the focal point is around 1770 - 1815 time frame. A lot of important things happened during that time which echo till today on military, financial, political and geopolitical, legal areas.
