When Q does this re: re: it was referring to both events being retaliation. The pipeline bombing and the Du Pont train wreck were black hats getting back at white hats and endangering civilians.

As you can see he wasn't saying vote by mail was the reply to [D] state bailouts, but that both were part of the attempt to regain control.
