If you use google maps to search for new main street, haverstraw, ny, it is easy to find where the tracks cross New Main. Go to street view and you will see that the pavement is full of scratches where other trucks have bottomed out.
I agree with OP that the truck didn't have a heavy load. I'm no expert, but that configuration of trailer wheels isn't for heavy loads imho.
Seems like some kind of design issue that needs to be addressed to counteract the jack stand issue. I mean, that sounds like it would be a very costly and recurring issue, if so, wouldn't it?
I see trucks stuck like that sometimes. The jack stands on the trailer get stuck on a hump and the truck can't move.
