Looks like Krokodil, a meth-like drug that was pretty common in Eastern Europe a couple years before the coof.

My thoughts as well

Krokodil is also called “Russian Magic”, referring to its short duration of opioid intoxication (euphoria). It is called "Poor Man's Heroin" as it is a cheaper alternative to heroin.

I've seen some horrifying videos of regular users of that garbage. Was quite popular in South America as well.
