IBM bought SoftLayer around 2012, so IBM Cloud/Softlayer are one in the same. The SoftLayer brand is still heavily referenced as all of IBM Cloud's infrastructure is built on top of SoftLayer. Their Washington DC facility is based out of Equinix in Ashburn, VA.
If that Q post is referencing that IP address it would have still been registered to SoftLayer in 2018 and since it's a public cloud the likelihood that that IP address hasn't changed in 5 years is slim to none (slim left town); not to mention the chans would have scanned it right away.
I'm running a port scan against that IP address right now. Will edit this post if there is anything of significance.

That would be a solid guess. I'd also guess a top 10 player on the WHs most wanted listed, like a Clinton or Podesta or somebody, was caught using that IP doing something like pedo or email dumping or something.

I bet they are one of the software companies involved with the election data fraud. That would be my guess.

That could by why the IP doesn't seem to be static, pulling multiple locations, and the white hats caught them.
