They didn’t keep all of their earnings. There were sales taxes and real estate taxes, right?
Regardless, the government at every level was vastly more efficient then than it is now. And a big part of the reason for that efficiency was that government was run by high IQ people with a shared culture that was mostly Christian
Trump said something at a rally about returning to the system pre-1900, where all revenue was derived by negotiated trade deals. We had so much surplus money they didn't know what to do with it, IIRC.
It still amazes me that Trump did in under four years so many things that we were told were "impossible!" "Energy independence? Impossible!!" "Tame North Korea?? Impossible!!"

Kentucky was the first state to institute a tax on retailers, which went into effect in 1930.
