Kentucky was the first state to institute a tax on retailers, which went into effect in 1930. This one was progressive, but it was soon replaced by a flat 3% tax in 1934. 5 states today still do not have sales tax. So there was no sale tax before 1913. Your right about property tax which began in 1796
