Extradition only happens once one law enforcement agency has already arrested the accused and the state or jurisdiction that wants the accused then files extradition paperwork to go and get that individual from the holding agency. The arrest comes first. You cannot extradite someone that has not already been arrested.
But can NYPD go into Florida to make the arrest? Or do they cooperate with local FL law enforcement - and if so, wouldn't they need permission from the governor?
