It says "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside." and subject to the jurisdiction thereof means that the parents must be Americans, not visiting foreigners (non-Americans (non-citizens), and the children they make, are under the jurisdiction of their home country, not this one).
When you're in the US, even as a tourist, even as an illegal crawling over the border to drop a baby on US soil, you are subject to the jurisdiction here.
The exception would be royals and diplomats and their children. Anyone who has diplomatic immunity.
Tourists and people on work visas and such don't have diplomatic immunity. So they are subject to the laws here.
