2-6 years? I didn't hear kidnapping as one of the charges. How could that not be there?

If the child was of one or two of the people involved. or they had legal custody via adoption or foster program.

Ok, that makes sense. However, it seems that I've heard of that charge being applied to adults who are removed from wherever they lived. Otherwise, that's a rather narrow application of it. I don't know.............
