The highest exposure to RF radiation comes from close proximity to an RF emitter. The distance from cellular towers to human beings is far enough away that the dispersion of EM strength is incredibly dramatic. If you have an RF emitter 10 feet away from you and you move an additional 10 feet away, the field strength has decreased by a factor of at least ten. At 100 feet, free space RF field strength has experienced a decrease of nearly 3 million times. To utilize real numbers, take a 100 watt transmitter on an urban cell tower. This is +50 dBm. The antenna has a measure 100 watt effective radiated power. If you move 100 feet away, you will experience roughly 68 dB of reduction in field strength. This leaves you with a measured field strength of -18dBm. This equates to 16 microwatts of field strength. You get more off your phone that is limited to a maximum output power of 1 watt.
