The Emergencies Act in Canada allowed the government to wrangle police from other jurisdictions, and most of extras came from Quebec, which is why there were so many different outfits. This was confirmed by comparative photos of riot gear.

I went to a town city hiring event where 40 people were going to be hired that day in a red state in a recently election frauded blue city.
