The face is patterned after the sculptors brother, which is why it looks masculine. Most of the bad press about Semiramis, a real person who, like many ancient royals, was given divine attributes by flatterers and later generations, came from a book called The Two Babylons (1853) by a minister named Hislop. Despite lack of evidence in the Bible, he is the one who identified her as the Whore of Babylon. He also seems to be the source of the assertion that the Catholic Church inherited some mysticism from Babylon and is dedicated to perpetuating it and a few other fantasies.
It's silly to worry about Babylon. If you want to know how important Babylon is/was, you can research Isaiah and Jeremiah and get an idea from bona fide observers. Babylon is overthrown, so utterly ruined just as the prophets said, exactly what God said he would do, that it's a miracle there are even scavengers there. The Statue of Liberty is a statue of the Roman goddess of immigrants and sexual freedom. Her name was Libertas. It's where we get the modern word "Liberty."
She had a dedicated cult of temple prostitutes who called her the "mother of prostitutes" as a term of endearment.

No. One is sitting, one is standing. One is holding wine, one a light. One is on a very symbolic beast and one is on a platform. One is dressed provocatively and one very covered and minimally even feminine. The color scarlet of the one has a symbolism, but I know of none for verdigris copper color. If it were rusty iron it would be reddish, but still not scarlet. Iconically, there is no comparison. You might say metaphorically they both represent a wicked city, but can you even say that was the intention of the Statue of Liberty? It was a commercial project that was offered around. It's just a coincidence that New York happened to get it.

You didn't mention any specific one, and since Ishtar has been around for over 3000 years there are many, many representations of her. Here's a quick Bing search and you can see they cover the range of femininity.
