I don't know which testimony it was but he told the whole story of how he found the illegal activity.. From what I can remember, he had someone run a customary audit in March 2016, in April the report came out telling him about the improper search queries...more stuff may have happened in between, but then in October he shut it down, and then John Carlin stepped down a few days later. (I don't remember his department or title though)
