Village Idiot question: If an official fails to have executed their oath of office, have they thereby NOT been invested with the authority that endows their office? Can it mean that all the signed and verbal directives they have authored are null and void?

I understand it to be that they are required to swear a verbal oath, which is registered as a Federal Record. or not in these cases.
