Keeps a negative pressure in the building, so any leaks will result in air coming in, none going out of the building. That way, the filter trucks will capture any asbestos or other unwanted dust that gets disturbed and goes airborne.

Usually, to reduce interruptions, large buildings are renovated one section at a time. Not all at once, with interruptions for years.
Seen similar Pipes used by contractors. Basically they’re usually used as glorified slides for Trash to go into the massive Construction Dumpsters if they’re renovating on an upper floor. I’ve only ever seen them used if it’s 3 flop or higher though.
