Hmm. Comms articles will often have unnecessary details inserted (like if the victim had 13 teeth removed, or weighed precisely 112 pounds) that don't make sense, or will quote witnesses adding in their details that stick out, like if the police spokesman was named Mickey or something. Also comms are indicated if the article gets wide coverage, especially if those unnecessary details are commonly reported in many outlets. At least those are things I use to help identify whether it's a comm or not.
This article doesn't meet the criteria to me, as nothing stands out in that way. You could be right, but I'd take it at face value unless it becomes a bigger story. My two cents on it.
