Considering two of the most extreme events involving UFO/UAP and NHI in history occurred in the U.S., it would make sense, if true, that the deals were made between NHI and the U.S.

Events in the U.S.:

1. Roswell NM/Area 51 where a craft and its operator allegedly were collected after a crash

2. Holloman Air Force Base where allegedly a craft landed and operators exited to meet with U.S. Govt (George Bush Senior allegedly admitted to viewing 15 min video recording of the craft landing and following events)

If David Grusch is correct about deals being made, and such a meeting occurred when Bush Sr. was still CIA Director, then it would make sense if the deals were made with the U.S. To what end, defensively, offensively? 🤷🏼‍♂️

Additionally, since we know the NHI can turn off and/or disarm our silos (and they have in recent history), all national leaders and militaries should should know their silos are subject to NHI disarming… and overall, nuclear weapons are futile against invasion or global threats.
