I think they are non-human intelligence from this planet and they come from our oceans. The tic-tac incident with former Navy pilot David Fravor is a good example. They witnessed a large submerged carrier like ship in the water where they chased the UAP to.

Another video released by the pentagon shows a UAP being tracked then spashing down into the ocean at a high rate of speed.
