The constitution specifically mentions the militia as something the governor can call up to defend the state.
"A well regulated Militia, being necessary to the security of a free State" merely refers to this fact. They're basically saying "Remember when we said the governor can call up the militia, well.."
"The right of the people to keep and bear Arms, shall not be infringed." Extending this idea to say that your citizens must have guns, or you can't have a militia, and the state has no means to defend itself.
It's structured very specifically. The government relies on the militia, which is made up of the people, which bring their own weapons. It was designed to give us internal security while at the same time preventing the federal government from starting meaningless wars.
We made a mess of that one.
