If someone murdered him for hire, and everyone already assumes he's dead, and they've never been caught, then this is clearly a super powerful organization that fronted this, with clearly inside information and/or leverage on any politician.
Why would they be scared seeing him alive? They could just...kill him again, make it look like an accident, and nobody would be any wiser.
