It is how it is always done. They have it off to a fine art now. For instance, they started MK Ultra in the US and when it looked promising they shutdown the project, renamed it and moved it to private institutions in Canada. The funding continued, of course. Private institutions so no FOIA and being in a foreign country made it even more difficult to find out what was happening. Meanwhile, all traces of MK Ultra were removed from the US.
Same, I believe with COVID-19. Initial work in the US then move off-shore to Wuhan when it showed promise. Funding continued.
Spying on people? The Pentagon starts project Lifelog then when it looks as if it might work, move to the private sector, install a figurehead and start collecting data. Oh, and rename it Facebook. The links to the CIA/FBI will still be in place.
