Looks like the sat photos were redone the lighter sections have been taken at a different time and with a different exposure. Why? Don't know but it is easy to see.

It could be checked with older and newer photos then.

If you have Google Earth it has a timeline feature you can use..I am mobil at the moment otherwise I would have dug in with more info.
