I would use “that” in just those ways. Maybe an age thing? But then, I see younger people mangling grammar and spelling in posts quite often. I always assume they are ignorant due to the poor schooling many get now days.

You're not defining who did it, you're stating what certain people did
Yeah, he's used all caps more times than I can count...he "misuses" capitalization so often I've stopped even noticing it any more :p
He also uses the conjunction "that" instead of "who", even when referring to humans ("the people that tampered", "the ones that rigged" :)

I yelled at the dog that crapped on my lawn.
but
I yelled at the guy who crapped on my lawn.
