I would use “that” in just those ways. Maybe an age thing? But then, I see younger people mangling grammar and spelling in posts quite often. I always assume they are ignorant due to the poor schooling many get now days.

The conjunction "who" is used with humans. "That" is used in all other contexts:
I yelled at the dog that crapped on my lawn.
but
I yelled at the guy who crapped on my lawn.
