That is correct. It is the primary reason those areas were targeted. The best real estate in Lahaina is rarely ever for sale and had 100 year old plantation homes on them until recently. Any millionaire or billionaire that built a house in Maui in the last 40 years built it miles away where they could still buy a giant parcel.
