Is this about the people in the pic or about the word Covfefe at the bottom of the pic sending some sort of comm? I guess I need a little bit more information as to why this pic is getting traction. I’m guessing that since the root meaning is (In the end - we win,) it is a message to DS players that check mate has been announced. They can continue to play if they want, but it won’t amount to anything.

You are correct. I, too, don't get it.
Perhaps, it means that the presidential social media interactions have been perserved in the national Archives without the apporval of the bill.
