It's a recent takeover. Used to be a mini orange county within L.A., Republican stronghold, but statewide voter fraud enablement took it over a few cycles back. A number of their politicians have been accused and been on trial for fraud. Not sure current status of suits, but they're using city funds to defend the politicians' and counsel's crimes.
