I don't do Twitter but that's not the first time the flag of mourning has been raised over the Razavi dome. It signifies grief and solidarity and is usually raised in the Month of Mourning (I forget the Islamic name for the month). So this may be the first time it was raised other than that month but it isn't the first time it's been raised there.

First time in history “other than the month of mourning”. The Flag is representative of Mourning and Solidarity for the Twelves (Original twelve Imams). Historically for the Shia faith.
