False Flag -- the Pirates raised a false flag on their pirate ships to lure in their victims. Best explanation I have seen for FF. Thanks OP!

All navies did this, it was a recognised ruse of war. As long as you raised your true colours before you opened fire it was OK. If you didn't then you were a pirate ship.
All war is based on deception, and hiding this fact is a part of it.
