Seems pretty darn logical to me from 30000 feet (been too busy for 40k lately...). Seems like all the pieces are in place for exactly this, and the timing of this speech, when considered in the broad picture of Biden's continued decline in normie validity and The Great Awakening in general, could be considered part of The Movie. Chest thumping authoritarianism juxtaposed against civilians in the Middle East being armed for self protection seems cinematically absurd.
