That’s my 40K viewpoint guess, fwiw. (I’m a little too tired to go digging into his role thus far, what he’s supported, opposed, statements he’s made, etc. I’m sure some anons here have a good handle on this).
His role so far was to give us the Senate majority when needed on crucial bills. So even though we don't have the Senate, optically, we always had it - thanks to the role of this guy and another lady (whose name I forget).
If he is retiring from this role, I am inferring that in 2024 we will have the Senate completely under control, not just optically.
So I assume he was not a "white hat" but was being controlled by the WHs, and now that his role is done, he is being let go.
Anyone would care to guess why his role is done?
