Well, the government isn't supposed to have any powers the constitution doesn't specifically state so they shouldn't be able to do it. Plus, logically, you may need to leave a treaty much quicker than you went into it for various reasons so waiting on the retards in legislative to reach a consensus would be detrimental.

Which seems to imply the government can do that.
The question is how does it happen with regards to this specific one.
