you cannot convert floride and water into florine by boiling it.
water also contains bleach and chlorine. These are oxidative when boiled which is the opposite process needed if you wanted to convert floride into florine.
Fluoride is naturally occurring in water but only at around 0.86 - 1.1 mg/L (higher around urban areas). Sodium fluoride (monofluorophosphate) is what is added to water and toothpaste and at levels of 1000 - 1,100 mg/L.
