I doubt it about the earthquake. There's that number again... 17.
A magnitude 1.7 could be felt by people under the right conditions, only if they are in a quiet area and are paying close attention, but it would be barely noticeable. It would feel more like a truck going by on the road in front of your house, or like a dump truck dumping gravel on a neighbor's driveway. It's not that dramatic. A 1.7 certainly doesn't "shake residents awake" or knock out power to an area.
In fact, it would be possible for some people to feel an earthquake of magnitude 1.7, but certainly not everyone... and not to the point of shaking people awake.
People can feel a magnitude 2, but again it's not common. Most people wouldn't notice a mag-2. When you get to a magnitude 3 earthquake, it is generally noticeable by most people and is something that could shake some people awake. However, that magnitude 3 would be nearly 30X more powerful than the 1.7 they claimed was felt.
Maybe this jolt was something OTHER than an earthquake. An underground explosion can have a magnitude of a 1.7, but be felt very strongly in the close vicinity of the explosion.
Please look for any example of anybody actually feeling a magnitude 1.7 earthquake. You won't find many. Those micro-quakes happen a lot, and most people never even notice them.
I took the opportunity to ask our AI friend Google if 1.7 M Earthquakes can be felt or cause damage, and discovered that Roosevelt Island News-items are at the top of the Search, followed by this dear place (GAW), where people are discussing the oddity of such an event.
1.7 magnitude earthquake knocks out power? They must have had jumper cables for power lines and the jaws slipped. No where else in The world would a 1.7 mag earthquake cause a power outage.
For the past couple years the junction of several N American fault lines at the New York City area has stressed that region. Bright red on the Methane emissions charts, and bright red on the CO smoke from burning Methane underground.
What does this do to the upper rock strata where several densely populated cities are located? The upper rock strata is crumbling and at the slightest tremor could open crevasses or cause landslides or shift the surface into a tilt. This is a mega disaster waiting for New York City.
โIt was like an explosion, sounded like a bomb went off. The building shook, it woke us up. We called downstairs and they said it happened to all four buildings,โ a resident said.
No casualties were reported in the incident.....(Interesting ๐ค)

Nice !
a 1.7 would feel like a bad hangover after NYE party.
Interesting it's an island.. is it a comm for the cabal?
Things are pretty quiet in the morning. Their power is buried underground. They don't have to really feel it for power to be disrupted.
My morning power-dump has a greater magnitude than that.
Did you feel the earth move?
Regularly.
I thought anything under a 2.0 was not felt?
Seems like comms to me

This is listed as 'possible explosion' on rsoe-edis.org/event map.

Hillary bitch slapping Bill due to his lucky number 36 Lolita express
Hmmm... lot of rain lately in the area... steam pipe or manhole explosion? Manhole explosion would explain a loss of power too if in the right place.
