A 1.7 certainly doesn't "shake residents awake" or knock out power to an area.
In fact, it would be possible for some people to feel an earthquake of magnitude 1.7, but certainly not everyone... and not to the point of shaking people awake.

However, that magnitude 3 would be nearly 30X more powerful than the 1.7 they claimed was felt.
Maybe this jolt was something OTHER than an earthquake. An underground explosion can have a magnitude of a 1.7, but be felt very strongly in the close vicinity of the explosion.
Please look for any example of anybody actually feeling a magnitude 1.7 earthquake. You won't find many. Those micro-quakes happen a lot, and most people never even notice them.

Things are pretty quiet in the morning. Their power is buried underground. They don't have to really feel it for power to be disrupted.
