Just to play devils advocate. Lets sat there were 9 million blacks in the US in 1900. At least half were woman and couldn't vote. Then out of the male half many were too young to vote. Then fill in the too scared to vote. Or unable to overcome democrat laws designed to prevent the balck vote. Pretty soon you have a small number.
But now we have 45 million blacks where both sexes vote. No impediment to voting. In fact you can vote for over 6 weeks.
10% of a large number is often more that 90% of a small number.
