In Elizabeth 1's time, hangings were a fun day out. When you could see lots of people, while watching a bit of 'hanging pirates', or traitors.
They would be hung, and then displayed on a gibbet, that had to be covered by the (10 foot) tide three times - to make sure a proper job was done.
Also, the obvious degradation of the body in the multiple dunkings, was intended to serve as a warning for other would-be traitors.
