The real solution isn't to drug test welfare recipients. When you put a bird feeder out and your yard gets overrun by all sorts of creatures that you don't want you don't just try and make it only feed certain kinds of birds, you remove it and all the lazy animals looking for handouts leave to go elsewhere and your yard becomes quieter.
