If it was the voter rolls nobody would still be voting. But they are. This is an adjudication ploy so they can make the vote whatever they want. Weve seen this countless times.
If the equipment is what is indicated in the picture (DS200 from ESS systems), a system we use and I've been trained on, the ballots for early voting would be printed in a digital form and hence not subject to adjudication. There is no bubble to interpret in the early voting systems.
What I suspect happened is a tabulator malfunctioned and the Internet is in fact still online (hence why they are able to checkin and still vote).
At any rate, this is all lousy, second-hand info, but based on my experience with the systems I suspect malfunctioning tabulator and miscommunication from election staff.
