They think it is because they have been creating a refuge where they can retire(flee) in th event that they are caught.

As Socchi and the Black Sea coast were resorts for the Soviet Elite, so was the Ukrainian coast south of Odessa to be the refuge of the American Elite....when that was put at risk a plan was concocted to take Maui.
