It achieves both at the same time. Propaganda to simultaneously make Trump supporters complacent with what looks like an easy win. They also whip up the frothing Trump haters to a new level of fervor. Expect any anti-Trump relatives or acquaintances you know spitting all the anti-Trump rhetoric they've been fed over the last 9 years, has it really been 9 years already? Jeez...
