Why are the parents of the shooter not being arrested like the parents of that Crumbly kid?

He lives with them. He stole their gun. This continues to wreak of inside job and daddies money/training. A second sniper might have been known. The parents might be in on it.

Did anyone confirm that Crooks actually tried to join a gun club and they said no because he was such a bad shot.?
