Google hit with outage that plagued thousands of users
Google was experiencing an outage that impacted its search engine, YouTube and other popular services. DownDetector showed issues began around 9am ET plaguing.

It's a sarcastic use of the fingers to create "quote symbols in the air" when one says something. It signifies that what you are saying is either the opposite of the truth, or a version that is at least ghey.
