Kabuki Theater, so they can say they delivered this, for the election.

Also it's possible that this is to end-run Biden and ensure he will not try to overturn the Kamala Nomination.

Biden is slated to speak tonight at the DNC Convention. The timing of this being released is probably not coincidental.
